Dear Sirs,

We urge the Inspector to dismiss the Appeal against the RBKC Planning Committee’s unanimous refusal of consent for change of use of this historic and much used local amenity for the following reasons:

Loss of a valuable community amenity and social meeting place
The Cross Keys helps to unite our community and contributes to our sense of local identity. Christenings, birthdays, wedding receptions and funeral wakes are traditionally held here. Local groups also meet here frequently as do local church goers, who gather here every Sunday. This valued community amenity helps to sustain and enhance social cohesion within the area - across all age groups and walks of life.

Detrimental impact on the character of a conservation area
This pub is unique and it adds vitality and diversity to the area. It lends a sense of local community which in turn helps to preserve and enhance not just the character of this historic conservation area but also the quality of life of its residents. Its loss would be severely detrimental both socially and historically.

Risk of becoming a “Dormitory Suburb”
Without The Cross Keys our village ambience and the vibrancy of local life would be lost. The area would be at real risk of becoming nothing more than a dormitory suburb where the streets are lifeless and our sense of community diminished.

Historical sense of place
The Cross Keys, described by English Heritage as ‘of clear local significance and high townscape interest’ is of genuine historic value. It lies at the heart of Old Chelsea village. Originally a coaching inn, it has been a pub – and local meeting place - for over 300 years. It is an important part of Chelsea’s history and should be enjoyed as such for generations to come.

We ask the Inspector to consider the interests of the wider local community when coming to a decision about The Cross Keys.

First we lost the Jamahiriya School to developers & it is now an empty hulk awaiting destruction, instead of a much-needed school. Then we lost Sloane House & Lodge they are now being "developed" to the extent that little will remain of the original listed buildings. Neither of these sites was protected ultimately despite being refused consent upon appeal, and despite numerous refusals by RBKC of their initial planning applications. When every available site in this borough has been mcmansioned, maybe we will finally realise how much of our heritage has been lost.

We don't need to provide any more luxury boltholes for thieves who've made a pile in their own countries and want the safety and security that this one, almost alone, can provide. Anywhere else and they risk extradition. In Battersea we have lost dozens of smashing pubs to 'developers', just like the rest of central London. Closing the Cross Keys will straightway have the effect of helping to turn the area into a depressing desert and there will be one more multi million pound house which we will be seldom occupied and where there will be no lights on in the evenings.

If anyone is inclined not to believe this, they only need to look at Milner Street, where The Australian, an equally historic pub, was closed (along with The Moore Arms and The Shuckbrugh Arms) relatively recently. From being the lively and attractive area it had been with people walking in the street, it has now become dull, soulless and dead in comparison with what it used to be - AND, apart from all this, yet another historic living landmark was lost for good.

Let the wanton loss of The Australian serve as a warning to us all and let us pray that, at least, the Cross Keys may be saved.

I am the former landlord of the The Crown in Dovehouse St SW3, a popular watering hole next to the Marsden Hospital. I gave up because the pub co Enterprise Inns charged me an exortionate rent (although I owned the 22 yr lease) and I had to buy my beer (at an exortionate rate) solely through them. I also spent £30,000 refurbishing the place.
After 16 months I threw in the towel. I turned the business around, but I was never going to make a decent profit (by that I mean anything above 10 percent net) because Enterprise would have raised my rent. The current independent owners are faring no better, but at least they have other pubs in London which make a decent profit and so they can subsidise The Crown.
The point is pub co's like Enterprise know they're sitting on a cash cow (the building) so long as they get a change of lease. By keeping rents unreasonably high, they'll get a turnover of landlords and they can say to the council 'this pub's not viable, we've had 3 landlords in 5 years etc.' Then the council caves in and the old pub becomes 'luxury flats'. I estimate The Crown freehold to be worth about £2-3 million and that's undeveloped. As a pub lease it's worth around £100k.
Someone mentioned "how come if they wanted to make a profit, they closed The Cross Keys just before the Jubilee weekend?" Good point. I was in the Pig's Ear that day and it was doing a roaring trade.
The developers have closed pubs all over Chelsea. Enough is enough. Save our pubs. Save The Cross Keys.

Coming from North America where there are no such local pubs, I value a place where neighbours come to meet, where I can walk down the street at night, knowing that there is a pub near my home with people in it (adds to my safety), and where community is developed in the sense of having a place to go where people know you and can share a word or two. You have something of rare value here in Britain - you should save your heritage.

Tired, thirsty and wanting the toilet on a walk from Fulham towards Waterloo, I consulted my phone app and discovered a famous hostelry nearby. We were disappointed when we arrived and found this interesting pub boarded up. And we had quite a long walk before we found a cafe. Nowhere near as rewarding. This area doesn't need luxury accommodation it needs a social centre. A good, old fashioned, British Pub.

For more than 6 years I lived on Justice Walk and NEVER had any problem with the Cross Keys Pub. It changed hands many times and changed its look many times, but it was a always a wonderful meeting place for the neighbors both old and young. We met our friends and family there. We made friends there. It was part of our community. It brought the area to life and we were happy to have it in walking distance of our home. Please save the Cross Keys from development! It may be valuable for development but it is priceless to the community of Old Chelsea.

The loss of community infrastructure such as this is contrary to the Government's recently published National Planning Policy Framework as well as several policies in the London Plan as revised in 2011. Moreover, there are lots of pub operators who could easily establish a viable business here. In 2008, I held a reception following in the Cross Keys following a memorial service for my late wife. Since the late 1960's we both went to the pub on a very regular basis. A popular place and that is the way it should be.

The owners knew it was commercial premises at the outset now they have boarded it up and the squatters are in. The Council has a duty to protect this sort of site from residential development.

There are plenty of run down/derelict properties in other parts of London or the UK that could benefit from their renovating/redevelopment skills.
